I am assuming you have a turbo (would help if your sig showed your car), in which case there is an oil cooler in the radiator. It is fairly common for the cooler to break internally and you get oil and coolant mixing inside there. Head gasket failures, on the other hand are very uncommon. So unless you know the car overheated or something, first guess would be the rad. What you said about burnt oil though, I am not sure of.
The only way I know how to test this is by a standard pressure testing the radiator. If the oil cooler is leaking internally, it will not hold pressure. You can do a compression test on the engine to try to help rule out a head gasket problem, too.

car is a 98 c70 HPT
I will test the radiator then. I did look more closely at the car today. There is no coolant in the oil, but there is oil in the coolant reservoir. My car does not overheat. There is however a steady bit of oil burning from the back of the block. If I had to guess it would be either on the turbo or near the exhaust manifold. It is oil and not coolant that is burning.
