My suggestion is change the power stage first. ECC doesn't usually fail in that manner. Power Stage is what regulates variable speeds. "5" (top speed) is 12V from the battery.

Is the signal getting to the connector? If so, I would suggest new sockets.

This is what leads me to believe the Cam Position Sensor is bad. Is the sensor all aluminium or does it have a black plastic cap over it?

What year and model is the car? They make a repair kit for the B4 solenoid on the AW trans for 5 cylinder cars. If you don't have the cash then you'll have to wait till you do. Don't take that the wrong way but it is what it is.
