I was just browsing... if that image is actually what they are selling... is that not "close" to a R looking bumper.... I couldn't really tell... is that the normal s70 bumper?

not sure if this is a possibility but perhaps could the polarity of the sensor be reversed? I don't know how they work but if the lights on when full and off when empty ... maybe its just backwards some how? manufacturing error?

i had this same problem on my 850, found a vacuum leak on the manifold, one of the vacuum nipples was just sucking air... whatever should have been connected was gone... guessing maybe it was supposed to just have a cap on it- i capped it off and the codes went away...
Id suspect a vacuum leak somewhere... you can do things like smoke tests- also just try and listen closely with the hood up, i found my leak after "whats that strange hissing sound"

How high are the surges? few hundred rpm? thousand (lol friends civic did that) - checked the IAC, not sure how that would relate to the park/drive situation but maybe the load from drive is affecting it too.
You said the gauge sits at normal- does it do that even when the car is surging?
