Curious but since I dont own a gun ... still interested.
- 1998 C70 T5M for sale $3000 project car , 04R motor M66 and many other mods needs to be finished

Basically, you won't be able to buy a gun unless you have gun license. To get a gun license, you will need to pay a recurring fee, be fingerprinted, have a driver's license, supply your SS#, and submit to a physical and mental eval if they(the govt) seems fit(read whenever they want). Every gun you own will have to be registered and everytime you sell a gun or a gun changes ownership, it has to be reported and a fee of $25 must be paid. The kicker is, that it would make it illegal to own any firearm with a clip/magazine, e.g. pistol/rifle.
If you don't follow any of the above, there are STIFF penalties to pay in forms of both money and jail time. Stiffer than criminals that commit crimes with guns get.
That's what I gathered from it. There are tons of news articles about it, just google the thread title.

The bill sounds like what a lot of European countries have.
I picked a pretty circuitous route and arguably cheated slightly, but I'm going to get there

It WAS shot down, but has been rehashed from what I understand.
A coworker's sister works for the NRA and this is what she had to say about it today.
It amounts to federal registration and licensing. As gun owners from places
such as Canada, Australia and Great Britain will attest, it goes dwonhill
from here. Thanks to NRA -- and only NRA -- U.S. gun owners still have
their gun rights. Too many shooters and hunters don't realize how hard NRA
fights to win these never-ending battles and that once you lose your rights,
you never get them back.
If passed, gun owners would have to apply for a license with the Attorney
General and submit personal background, including a photo, home address,
birthplace, any alias or nickname and a thumb print. The application would
include an agreement to keep the gun away from anyone under age 18 and proof
that a written firearm test was taken. I'm cutting and pasting info on what
you'd need to get a license if this passes. Note Section 7E, which makes it
even worse.
(1) a current, passport-sized photograph of the applicant that provides a
clear, accurate likeness of the applicant;
(2) the name, address, and date and place of birth of the applicant;
(3) any other name that the applicant has ever used or by which the
applicant has ever been known;
(4) a clear thumb print of the applicant, which shall be made when, and in
the presence of the entity to whom, the application is submitted;
(5) with respect to each category of person prohibited by Federal law, or by
the law of the State of residence of the applicant, from obtaining a
firearm, a statement that the individual is not a person prohibited from
obtaining a firearm;
(6) a certification by the applicant that the applicant will keep any
firearm owned by the applicant safely stored and out of the possession of
persons who have not attained 18 years of age;
(7) a certificate attesting to the completion at the time of application of
a written firearms examination, which shall test the knowledge and ability
of the applicant regarding--
(A) the safe storage of firearms, particularly in the vicinity of persons
who have not attained 18 years of age;
(
© the use of firearms in the home and the risks associated with such use;
(D) the legal responsibilities of firearms owners, including Federal, State,
and local laws relating to requirements for the possession and storage of
firearms, and relating to reporting requirements with respect to firearms;
and
(E) any other subjects, as the Attorney General determines to be
appropriate;
(8) an authorization by the applicant to release to the Attorney General or
an authorized representative of the Attorney General any mental health
records pertaining to the applicant;
(9) the date on which the application was submitted; and
(10) the signature of the applicant."
