Radiator Fan

Trying to help a friend out
95 850 turbo
Fan is coming on intermittently (less times than more)

Check the fuses= good (how ever did not switch out the big J marked overload fuse)
Checked the fan and even tried a different fan= good
used a good fan relay= good
Checked the circuit to see if its getting juice= good

If it makes any difference the guy who usually works on this car tied the coolant intake and outake pipes together since she need a new heater core but does not want to spend the money on it right now.

Any suggestion appreciated ;)

I searched for +radiator +fan, +overheating + fan...with no luck. I look 7 posts down and I see a similar thread...go figure

Check visually and make sure the mech didn't just clamped the heater core hoses - and in fact routed the inlet to outlet using some a length of heater hose.

Could be (likelihood is high...) that I'm being stupid right now...but I don't really get the trouble. The radiator fan should come on only intermittently. I.e. it comes on when the engine needs it, the temperature reaching levels that demand more cooling than the existing airflow facilitates.
Black '95 850 T-5R; "Dante". SRI, silicon vac lines, Volvo OEM plugs (Bosch) at .028, all else stock...for now. 149K miles.
Blue '95 850 N/A; iPd ignition upgrade w/ MSD coil, NGK Iridium plugs at .033, poly torque mount. For now. 165k miles.
