What Are These Bolts For?

What is the purpose of the two bolts that secure the shield around the lower timing belt pulley (other than securing the shield, obviously)?. I'm curious about the length of them. Why the long end on them?

not sure why so long maybe to keep the belt in check .
but all the do is hold the lower shiled in for protecting the timing belt from debris

they help hold the belt in place while you work on everything else.

i theorize that they are to restrain the hyper-lateral vectors produced by the interference action of rotating mass and circumferential tension
