Cant Get Into Closed Loop

Hello, I own a 98 s70 that I connected to my scan tool today and it will not go into closed loop. The car was at operating temp and had no codes present. It runs ok but my fuel mileage seems to be down a little. The front o2 sensor seems to be working but hovers around .9 volts @ 2000rpm and will not change unless I induce a vacuum leak then it will drop down to .1 volts so I assume it is responding correctly. Any advice on what to look for or check as far as getting this into closed loop would be very much appreciated. Thanks in advance. John

i think the only thing that can be done is with vida or a volvo specific programmer. ive used a $3000 snap-on scanner (ethos) which enables you to get in to closed loop but... ive tried it with 3 different volvos... and it wont let me in.

Michael, Thanks for the reply. I guess what I what I am wondering is what sensor inputs are needed to to get the system into closed loop. I know that I am not getting voltage from the rear 02 sensor (do I need this input to get the system into closed loop?) After pricing o2 sensors I really want to make sure I am not missing anything obvious befor I replace these. Thank you very much for your advice. John
