In the owners manual for my 98 v70 wagon it mentions some additional straps that are to be used for car-seat installation.
I didn't get anything like that from the previous owner.. Do I need those straps? If so, how much do they run? Sources?

It all depends on the type of car seat you have and use. The straps come with the car seat, the connection points to hook the straps too can be installed or bought at a Volvo Dealer.
