Front Brake Shims

These brakes were on her when I bought it and I have never done a brake job on one of these. Can I just jerk the shims out and put it back together as I have 85% + pad left? I don't understand why are they even there and how they slipped out on both sides??
I have a shiny ring around both hubs where they have been rubbing.

I have had a pulsing scrubbing crunching noise in the front brakes like metal to metal for a while . When I inspected them through the wheels I could see nothing and the pads were in good shape so I was?? I finally pulled one of the wheels and looked hard, turns out on both front brakes the outer side shims have slipped out from between the caliper and the pads and are now rubbing the hub.

Yup. those shims are mainly for 'anti squeal' purposes.. throw'em away if they're giving probs. just make sure the pads are still hangin correctly afterwards. Make sure the pad itself hasnt jumped outta the hanger..
