Lenses cannot be separated from the housings. Buy new aftermarket ones for $50 on Ebay.

Not sure if S70 fogs are different than 850 fogs. 850 fogs can be split by just cranking in the adjuster screw all the way, once the adjuster screw is bottomed out continue cranking it in. The adjuster screw will pop threw the plastic insert and housing comes apart ;)

70 series fogs have the glass attached to the plastic housing by a rubber/glue kind of seal. They can't easily be separated, certainly not if you want to maintain the watertight integrity of the unit. For the time/cost/effort involved it makes way more sense to just buy a new one, since by now most of the OEM fogs that were original on these cars are pretty banged up.
