If it's not at "3:00" you have a problem.
95% of the time it's a bad/stuck thermostat

Put in the new core and have been enjoying the heat ever since.
Its not that hard to do a heater core on a volvo compared to other cars. There are diy's on it.

I've had to replace the heater core in all 3 cars in my signature(most recently this past Saturday on the 217k car).
1998 S70 T5, 135k '00R 302s/Delco TCV/IPD 3" Turboback(taken off the road)
1998 S70 T5, 223k DIY AEM BCS/IPD Stage 1 ECU
