Some people think they can get away with anything. I think your best bet is to get it fixed, total the costs, and work out a contracted payment plan with the guy. Note the word "Contract"- write it out like a bank loan and get it signed. The guy isn't going to pay you voluntarily, even though it's his fault, and he is dodging you--that much is proven. I hate to say it, but I think it may take some muscle to get him to do what's right.
