Since Allstate got me a fresh bumper. I couldnt bring myself to poke holes in the face of (Fixed) it.
So to satisfy the Oregon State PoPo, I came up with this:

I used an under mount bracket with aircraft grade dzus quick release fasteners and some plate aluminum
(the industrial grade Velcro is there to assist with stability when installing and un-installing.

+1 holes you can't see, I might mod my current removable bracket to use these push+turn pins instead. Very good idea.

Well done. Kinda funny that Kieran has been driving the Saff around for over a year now with no front plate without any hassles.

yeah...I got slapped with one when parked at Powell bookstore trying to sell my wife old school book last year. Made couple bucks to pay for $50 no front lisence plate ticket. Needless to say, I haven't park in street parking downtown since then.

I did something similar, but it involves 2 10mm nuts. So removing yours is way quicker than mine!

yep, I did come up with the quick-release portion myself, didn't seem worthwhile otherwise.

So here is my best effort
Acquire the Bill of materials. and do lots of measuring and mock up before you drill or cut.

Important stuff for mock up:
A. Skene Design License plate bracket, infinitely adjustable and designed for horizontal mounting.

B. A piece of 1/8" aluminum plate, approximately 3" X 7.5" (get it large and grind it down to fit is what I did)
This plate is needed to make the Skene kit compatible with the Volvo bumper and to give you a platform to mount the dzus butterfly fastener.
C. a 1" long barrel Dzus fastener 1/4" diameter (approximate sizing, I used a butterfly type)

These, the spring portion and the guide are available from local shops catering to private aircraft parts.
if you have small airports nearby, you haver a source for these parts, and there is always the internet.

D. I have attached a PDF of my drilling template for an 98-99 V70R bumper. it was scanned at 8.5 X 11, just print it.
You can use this to determine the hole location to work with the above components on both the plate and the bumper.

1. remove the bumper
2. Find the location where you want to have the bracket installed
3. using the template determine the best place to put the holes.
4. drill the holes
5. rivet the dzus spring on the back of the bumper centered above the hole. (it appears to support a 360 degree orientation so whatever works)
6. rivet the plate to guide the butterfly key and center the key to the dzus spring.

7. assemble the Skene plate bracket (I torqued all the adjusters, lock tightend them, primered and painted the assembly before install)

8. fastened the bracket to the mounting plate with the licence plate installed to determine where to drill and bolt (I used a tap and die kit, with Gorilla glue to fix everything before painting)

9 Checked the fit repeatedly before re-mounting the bumper.

10 drilled the mounting plate using the template, poked the butterfly dzus keys through, fixing them with bonded sealing washers.

I use these fasteners at work all the time...not sure why I never thought to do that myself....I'll probably adopt the idea as well once I've gotten a ticket for no plate. Knock on wood, since I made this bumper I've been running no front plate with no issues.

great work, looks really good, i dont think it can work on a regular C70 bumper tho :(

also on the no front plate issue, same applies here in CT, and i never had one until it was rookie training day in my town and got a ticket, along with another for my tints being too dark, so just a heads up... you can also pop one in the corner of the window, but then again we aren't driving hondas here :lol:
