Once again, on my sister's 1997 850 N/A, manual climate control. Just replaced the heater core on it, and it's all fine (no leaks, no nothing). The issue is that no matter where I turn the temperature selector knobs, it only ever blows luke-warm air. Furthermore, the position selector knob seems to do nothing. When you turn it, it only blows on the face vents, no matter what setting you have it on.
I replaced the manual climate control unit this past summer with a known good one, as her original knobs all seized up. Any ideas on what could be going wrong here? The only thing I can think of is that somehow the cables aren't attached right or something...

The cables all have clamps that anchor them on both the climate unit and the controller. Those clamps must be in place for it to work. Other than that it is simply a matter of getting the loops on the center cable around the respective levers.
I think I would pop off the lower dash panels and the stiffener behind the carpet and observe what is going on as the knobs get turned. The outer sheath should be anchored and the levers on the climate unit should move.
