I'm looking at a rebuilt 18T with just the bushings being rebuilt and no work needed to the vanes or the rotating mass. How important would it be, if at all, to get it balanced under these circumstances? Thanks.

Just mark the compressor wheel relationship to the impeller. There is no real need to balance unless one or other of the wheels is being replaced, not for your basic rebuild. Make sure to replace all the internal seals & orings, not just the bushings.
