Im kinda new to the whole turbo thing. Doesnt the gt3071r come with an internal waste gate? Dont i just need to add the actuator to it? Or will i need a different 5 bolt plate?

Depends. Some do, some don't. I don't think the 5-bolt housings have an internal wastegate. The link Zappo put up is what I was talking about, thanks George!

I was just about to post that link! Yes, that is a great idea! It would bolt right up to the stock DP. And i was looking around and i believe the 5 bolts come with an internal wastegate!
V-Band is same as conical correct?

The above engine/front pipe pic I posted shows a GT3071R T-25 setup / S60R manifold reworked to a T-25 setup by Cosworth. Worked great & no leakage.

No welding is needed, if use a standard T3 gasket (crush type) everything is nice and sealed. Just cold mating it won't work of course.
But yes you do need to make sure the turbine housing is T3, iirc Garrett makes an internally gated 3071 but it's only available w/ T25 inlet. ATP has a custom housing for the GTxx that has an internal gate though, it should perform a bit better than the UIWG since the WG outlet is seperated from the turbine outlet.

That's not what we have found in the UK. The 3 T5s and the one T4 that are in the UK that use Garrett 2871/3071 have all needed the turbine housings welded to the manifold, as with the T3 gasket they will leak.
