The puddle light explanation is good and I agree with Greg, but I bet if the dome light lead was used, you can turn them on whilst driving and have.

Technically yes but that's a no-no because underglow is whack. They were installed to come on when the car is unlocked with the remote.

In the Pnw they more of "how big is this freaking puddle?" lights than just lights to show you there is a puddle there.

Newer bmw's have those and they are a nice feature to have when you're walking up to the car in a dark muddy parking lot. the ability to flash them would be cool....
