You can put a same year V70R gauge cluster into a same year V70/S70 car. Not a P2 cluster into one of the older ones, however.

I took apart a P2 cluster (2006 S80, same as P2R but black) to see what would be involved with this. It's almost impossible, you wold need a small computer to emulate the signals of a P2 car based on inputs from the 98 wiring harness. Only way I could see this working is to use just the gauges and retain the circuitry from the 98 cluster.
