Tasca is unable to get the pads and volvopartswebstore told me the rear heated seat pads have run out, worldwide, and cannot be ordered anymore. Sucks! I went around and around with Tasca for a whole month until someone finally took the time to investigate all of the part numbers. Then I spent 5 minutes on the phone with volvopartswebstore and they confirmed that they're all gone.
The only option you have are to get used pads. With that in mind, I have two upper seatback pads laying around and an extra rear heated seat pad harness if anyones interested.
You need a special center console harness, the one that bolts into the console using torx screws. Also, the harness that goes along the rear floor to the rear seats, from the center console.

That harness can be modified to install to the relay. I had to rebuild my harness since my T5M is a 98 and the donor was a 98, thus the connecting to the main harness was/is different.
Actually, if you had the relay you could build the system very easily. As you would just need to get heated seat pads from whatever and mod the regular heated seat bottom, or make your own. You could probably just rip the pads out of some of the front seats.

That sucks. You can probably just get generic new seat heater elements. Used ones might burn out. They have generic ones for $35 online.

That does suck. I'll probably just end up getting generic and make them fit.
I did grab the center console wiring harness

Hussein has a set of generic seat heaters that he installed in the rear seat of his XR
Probably a good idea, they'd get much hotter than the OEM pads I'd assume.
Now that I finally tracked down a set of 4 pads that worked, I turn on the rear heated seats as a surprise to the passengers. It's quite funny hearing them let out a yelp when they realize their asses are getting warm in the back seat! It's not blazing hot like the fronts, but it takes the edge off on a cold night, and they heat up nearly as fast as the front seats.
I like this kind of stuff.
