Was cleaning the gunk around the turbo this afternoon and noticed the PTC had some build-up. I wiped off some crud and noticed a nice little notch at teh base. Is this supposed to be there? Cut looks pretty straight. If so, no worries. iIf not, is this a bad thing?

The notch is just a locating spot for the PTC into the rubber.
Did you clean your PTC out? as you should check that every so often.

Right on. No, I haven't cleaned it out. PCV was replaced @ 282K miles. Just turned over 300k. I do need to check the turbo as the mechs said there is a " massive " oil leak there.

"Massive oil leak there" probably means the oil drain tube seal on the bottom.
