I have the 98 s90. The a/c compressor seems to run when the car is at idle but when i increase the idle the compressor starts to cycle.
Also the air in the car is just cool, one of the center vent is blowing hot air. Any suggestions on what is the problem??

This sounds like a classic "low on refrigerant" condition with the 960/90 series. Last summer I had cold air blowing out of the side vents and only cool air out of the center dash vents. A little squirt of addition refrigerant solved the problem.
