You can wire up a universal one if you know what you're doing and you're able to mount it back right. You can get horns at just about any auto parts store.

It's just positive and negative. Should be pretty simple. An accord horn might work as long as there are just 2 connections on it.

I think the Volvo Horn is a two wire horn. In fact I'd try to hot wire your current horn to see if it works. I don't think it has any moving parts, so it seems kinda hard to believe it's broken (But I will admit I don't know much about horns)
Take the horn off, attach a ground wire to one of the prongs. (make sure you attach it to a grounded area of the car, not the negative side of the battery) Take a test probe (or a length of wire, but I recommend the test probe) connect it to the other connector on the horn, and touch it to the positive side of the battery. You should get a honk out of your horn. If you don't, see if the test probe lights up when you touch it to your ground wire. If it does, try reversing the connectors on the horn.
If you do get a honk, then you have a electrical issue, possibly the horn connection in the steering wheel? Past Horn Issue
