Is the turn-signal lever a dealer only part?, I've checked a couple after market parts stores but no luck. Any idea of how they would list it? Turnsignal stalk does work, and when I look to turn signal all I get a lights.

Check eBay, they are there often. Also, be sure to post which car you have when posting a question, helps a lot.
