I own a C70 2.4T 2000. I generally feel that brake power is bad, i.e there is long pedal travel before the brakes will apply and I sometimes get "pulsing" in the brakepedal. I have noticed that the "pulsing" especially happens if I go over bumps while braking of just before. What causes this? My pads have about 45% left on them and brake fluid have been replaced. Do I need new discs and pads?

It appears that you have two different issues.
Long pedal travel and pulsating brake pedal.
Long pedal travel is caused by any of these or a combination:
Air in the brake system (most common). Bleed the system to correct.
Brake hose(s) that are ballooning (not very common). Replace the hose, replace with stainless steel braided hose to make your brake system even better.
A caliper piston is pushed into the bore by a warped disk, the problem needs to be very severe for you to experience this situation, if you have this problem the brake pedal and the whole car will vibrate when applying the brakes.
Contaminated brake fluid that allows it to turn into vapor under heavy braking (not very common). Flush and bleed the system to correct.
Pulsating brake pedal going over a bump.
Your ABS system is kicking in and detecting a wheel locking up when the wheel goes airborne while under braking. This is normal, unless the ABS light turns ON.
If your wheels become airborne too often, you may need new struts or shocks.
