I'd get down there and with the lights on, remove the connector or take off the holder for the bulb, and see if that will do the same as smacking the bumper. With the lights off, check all the connections, make sure no finger prints on the bulb.

I will give that a try... now to find a nice bell shaped driveway so I can fit under the car... hmmm

The socket on both of my fog lights started to melt/fail at about 110,000miles. Same symptom as you: They worked if the wire was moved (like hitting the bumper). I just replace the sockets with used ones. They were easy to find since every 70-series car has them... don't know about the 850's.
