ok. so everytime it rains or snows, the following day when its all dry out - i find my steering wheel is much easier to turn and manipulate. after a few days it is much tighter (and annoying). is there something that i need to lubricate that may be causing this phenomena? is there any way to change how much the power steering is boosted?

How does your serpentine belt look? How old is it?
How does the pulley on your power steering pump look?
I think that your pulley gets a slight coating of rust (like your rotors do) when it gets wet and this gives it extra traction, until it wears off. This rust might or might not be visible.
If my theory is correct, you might try sanding the pulley (across its belt surface, not around the pulley) with some medium emery paper, If this works, then perhaps a new belt might help, or a new pulley as well.
