Rolling a fender if done correctly should not change the outer apperance of the fender. The inside lip, that should fold up into the outer body part.I have found using a baseball bat seems to be a lillte easier on the car because it is soft to the metal. Place the bat on the tire press firmly against lip in well and roll back an forth until desired results. No not the fat end of the bat the handle

what happens to the fender liner when you roll the lip? Doesn't it no longer mate up to the fender exactly afterwards?

That is when the dremel comes in handy you will have to cut out the section which you what to roll. I would trim the flat piece (the plastic inner well not the body) which faces down and leave the inner well as much as possible. The problem is when rolling the key is to keep the plastic well in place so the water being displaced inside the well has some place to go not inside the roll up part so it can collect crap and start the rusting process.

so you could just fold the one inch section of metal that is basically parallel to the ground inward, and that would be rolling?....this is really hard to describe, but I'm just trying to get the right mindset here....instead of pulling the whole fender out a bit, wouldn't it just be better to fold that lip inward and up twd the hood? and cut out the plastic strip that runs along it?...

Yes that is it you are just rolling the 3/4" or so up into the well so it is flat against the body fender. You should not put to much pressure against the it well rolling as to move the fender out you are applying to much pressure. You only want to roll what is necessary 8" to 12" just so the tire does not rub anymore.Take it slow make many passes
