201 is the fog light relay. top left of the fuse panel thats on the fire wall drivers side. Take down the kick panel it's top left, might be easier to get it out if you take out some of the relays below it. If you dont have one there then you have found your problem.

another question...
if I follow these instructions to allow the fog lights to come on when only the parking lights are on, do I still need the OEM relay? Or does the new relay being installed (according to the instructions) bypass the OEM relay?
EDIT: nevermind, I just re-read the instructions and it says that the OEM relay is bypassed

I remember when I tried to get factory fog wiring to work in my car, I found I needed a relay 201 under the dash, and a second relay 213 under the hood in the area with all the others(under the fuse cover). 201 was the top left side relay, but I am forgetting the others actual position. The book was saying something like a fog light relay and fog lamp bridge relay.
