I first thought my boot was torn form my axle cause I had black crud inside my wheel (passenger side). I decided to take it to my garage and they found out that it's oil leaking from higher up...right were my timing belt is. So they said I need a new belt and tensioner. I have 150 000 km and never changed the timing belt...recomemded in the manuel is at 160 000km so for sure I'm going to get this done but is this possible that oil leaks because of a bad timing belt? Is there anything else that I should replace if needed at the same time...water pump gaskets...I dunno?

Your T-belt and manual tensioner should be replaced. For the oil leak, what happens a lot is the oil cap seal leaks and the oil eventually leaks down to make the mess you have. Have someone honest check your front seals and make sure that the oil cap isn't the cause of the oil. Take the spark plug cover off and see if there is a bunch of oil in there, if there is then you have found the problem.

I am getting ready to do the t-belt, h2o pump, and t-belt tensioner. Do you know if the tensioner from the 850 and the '98 V70 is the same part#? What is the recommended chane interval for the serpentine belt?

The 850 doesn't have a manual tensioner, it has a hydraulic tensioner and unless when you take it out the hydraulics have failed, you don't need to replace the tensioner. The S-belt gets changed every 60K by Volvo standards however mileage should come into play as well, look at the belt and if there are tiny hairline cracks or big ones, replace the belt.
