Yup, after not having my car for 3 weeks whilst the turbo was being 'repaired', it is now completely stuffed! (my non-professional oppinion)
Sounds to me like the housing is cracked. The turbine spins, but there's no boost, accompanied by a serenade of metal on metal.
C'mon Volvo SA, it's been 3 months since i've told you it's broken. Time for a new one don't you think?

No smoke?
metal on metal is definately NOT a good sound...my broken turbo did that too, but oil was gushing into the exhaust creating huge clouds of smoke. I would definately recommend to NOT drive it. Metal on metal means there are bound to be broken pieces of metal or metal shavings and you dont want to get them into your oil or worse in your intake.
it seems highly unlikely to me a housing would crack, but I guess a visual inspection would tell you that pretty easily? If you have metal on metal your oil bearing(s) must be toast...but then you should be seeing serious smoke..
what did they 'repair' on the turbo, what problem did they diagnose it with..? You're sure all the hoses are on right..? (i know, wouldnt explain the sound) are you seeing the right amount of vac at idle ? (if you have a boost gauge)
sucks man

These people are working on your car then it sounds like you need to be posting on their forums.
We cant help you get something done by a dealer and this forum isn't a dealer complaint forum.
