Ok so I had to put new windshield washer fluid in the car today, since I was low and the idiot light flashed.

Anyways as I was filling it up, I noticed like a burn mark on the horn of my BOV. Turns out it was oil. Where is it coming from, and why? Also it isn't much, is it a problem?

Second, I smelled a strong smell of gas while driving. I don't know if it was me or the cars in front of me. But when I slowed down the smelled seemed to go away. Could I be running rich, or lean or whatever due to my new Speed Tuning upgrade? I will be putting higher octane gas in when I get low on the half tank of regular I have in there now.

you're running rich cause of the chip
wait a few weeks and see what happens

probably the lack of exhaust flow is straining the cat

What about the oil?

Could that be due to the EGR?

1999 don't have EGR.

pardon the OT question, but how much was your speed tuning upgrade, and how much extra hp/lb.ft did ya get.
