The 1998 volvo S70 makes like a metallic clunking noise when turning the steering wheel left to right or right to left while the vehicle is stationary or at low speeds. Any help would be appreciated! Is it a faulty steering rack?

Mine was like a metalic moan when turning the wheel...no clicking...kinda a short clunk moan..yours might be this below or it could also be other things....If you think its your steering and not axles read this....
Ok once again the old magnet trick......
"How to get the arthritis out of the power steering rack"
Im telling you this really works if you have the same problem mine did...It was like arthritis in the joints and when I put the magnet in the noise went away shortly never to come back...When the magnet goes in make it attach to the upper part of the reservoir......... it will go to one of the sides... just guide it
You can put a magnet in the PS reservoir..You can buy them at OSH for about $6 and you put a plastic tie strap on them so you can take it out and clean it...Its a small beefy horseshoe one about 1" high, 1" wide and 1/2" deep......Its a cheap and fast way to work on the noise problem...it attracts fine metal particles in there....They are like black dust....It worked on my car real good...My car was making a wierd noise as I backed out of the garage while turning the wheel......It went away after putting the magnet in there and has not come back....
Do a search for cleaning power steering fluid with a magnet on this site, I posted about it many times...It explains more about it....
