people have said it is inside one the lug nut hole at the brake rotor, but i cant seem to be able to find it. Can someoen tell me whats the best way to locate it, the car is on jackstands now.

if you've never seen the adjustment then you should remove the caliper and rotor and look at it so you know what's going on.
it is not one of the lug holes, that would be impossible, but it is a smaller hole nearer to the center than the lug holes, it has to be lined up with the adjuster so you can get a screwdriver in there and move the teeth of the adjuster

The e-brake adjust access hole is *not* a lug hole, like previously mentioned. There is another hole in the hub/rotor hat maybe 14mm wide.
Using a flashlight to look inside the hole, rotate the wheel until you spot the adjuster sprocket wheel. I assume you have an idea of what that looks like. Its a shaft that goes horizontally from front to rear with a star wheel on it maybe 30mm in diameter. Rotate the star wheel with a flat blade screw driver one click at a time until the brake starts to drag. Then back off one click.
Both sides of the car, the access hole should be pointing somewhere between 10 o-clock and about 11:30. You can see it pretty easily.

So the giant TorX bolt in the center console adjust the cable, and this would just tighten down the e-brake shoes a little bit?
I guess to compensate for routine wear?

The adjuster in the console is for taking up slack in a stretched cable. I don't think it will do anything at the brake end though. However, both may need to be adjusted for it to work properly again.

i got pissed off and just did the adjustment on the console. It is a cheap fix, not a great fix, but I dont want to spend time on the car. Little did i know that hte stupid axle broke today arggg
