here is the problem.
When I start a car and tun ofn ac on maximum cold, it doesn't blow cold air, if I travel 45 mph, it doesnt work too, but when I am highway and make at around 60-65mph it is start working and blows really cold air.

Could be your air recirculation door. The arm that goes from the recirc motor to the door wears out and falls off, letting hot air into the cabin all the time. Mine has been replaced twice(1996 850).
When you turn the air recirc switch on and off with the fan full on, you should hear a significantly different sound. If not, your recirc door is open. It's very easy to fix, by removing the glove box (be patient and don;t break anything--I believe you need a torx set. Once you have the glove box out you can see the recirc motor and an dangling arm. Actuate the recirc button at the same time as holding the black plactic arm against the shaft, and the palstic arm will slip right on to the shaft as it rotates. If it comes off again, you will need to replace the plastic piece.
For a very quick fix, remove the left three retaing screws holding the black plastic cowling below the passenger windhield arm. Pull it up and you will see the recirc door housing. If you have a cabin filter kit, you will need to remove it first by pulling up and out. You can then use a towel or something to plug that opening or wedge the door shut. You can worry about the motor arm later this way.

I don't know if the 850 has a different recirc door design but that doesn't sound like the cause of the problem. The evaporator should still cool the air, whether it's coming from the interior cabin or from the outside.
My first thought is you feel the AC at highway speeds because the engine, and thus the compressor, is turning at a faster RPM. I'm not sure what that points to... low refrigerant charge maybe.
The other effect is more airflow through the condenser. Make sure there's nothing blocking the front end and that your fans are working. But if you're not overheating everything is probably ok with it.

Check the system pressure, if you got a leak and low gas level it often turn off until you help the cooling by driving. The wind cools the system and tricks it to think everything is ok.
Just a thought, old car now. Leaks are common here at least.
