I have a 94 I bought with 115,000 miles and a bad rear main seal 2 years ago for $3200. The 94 should be fine. I think $4500 is too much with a bad seal. That's a $1200 repair at the dealer, and probably $900 to $1000 at an independant garage. One benifit of the 94 is the self diagnostic box. You don't need a code scanner to retreive the codes. You can look in bay repair maint section under ligths, 1993 to 1995 diagnostic connectors and see how to pull the codes. If you are going to look at the car I suggest you do this while looking at it.
My $02.

You can check AC freon presure with a $10 guage. It snaps onto the AC fill connection just behind the right headlight (black 19mm nut has to be removed to open teh connector) - Start car and turn on AC for a couple of minutes, set on defrost so the compressor should engage even if moderately cold outside. Pressure running is about 45 pounds when really full with freon, and teh low pressure cut-off will turn off compressor under about 22 pounds.
'94 is a great year, really just missing the side air bags that were standard beginning on the '95 Turbo's.

also look up how to retrieve the actual mileage from the ecu.
as you may know, the odomoters frequenly break on these cars and there is a fair chance it has more than 115000 miles on it. potentially a lot more. sometimes they are repaired and not reset, just left to start going up from wherever they broke.
when i was looking at my 95 855 i noticed the odo was broken. after some prodding the PO said it had been broken for "about an oil change". i then pulled the number from the ecu and he was right.
almost forgot...
you cant check the return line directly without jacking up the car. usually though, if it's leaking badly there will be oil all over the back edge of the oil pan, which you should be able to see.
good luck

Thanks for the response people.I talked to the owner today and it sounds real good! allwork has been done. PnP switch, A/C evap, blower motor, end link, motor mounts plus other things. still have to ask about the rear oil seal. Hopefully i'll be taking a look/drive this Wednesday.

94 is a great year. the rear main should come right off the price. i would also ask about brakes and suspension. chances are suspension is shot, even if it drives ok, and if the rotors are baked you are looking at some serious cash. make sure you pull the mileage from the diagnostic. 115k is super low for that year. I wouldn't hesitate to drive that car to 250k. I only drove mine to 215k.

Best wagon ever if the damn airbox would stop vibrating and it didn't have a Ford Escort headliner.
