I have decided to call around for the timing belt replacement. I already have the timing belt, and the pulley.
I would like to replace everything. I know I need to also get the water pump. Would the tensioner be all that is left? What would be a fair price for labor, $200?

I just had the timing belt done on my 97 GLT at my local dealership. They didn't replace any of the pulleys etc. because they said it didn't need it.
The labor came to $215 for about 2.5 hrs work. I would think to add in the water pump and other parts, you're up to close to 4 hrs.
They socked me $53 for the belt though. Well I've only been in there twice since I bought the car, so I don't mind on a job that important.

I replaced all the idler pulleys (or just the bearing if it was available) when I did the belts at 120,000 miles. None of the pulley bearings were real bad, but the engine is quieter now. I did not replace the hydraulic tensioner.
My routine would be to replace all the pulleys or their bearings and the water pump every second timing belt change.

Sounds like a good plan. I just had a nice look at mine while doing cam seals. It's at almost a 100k and still everything looks to be alright.
