Like its name implies, it maintains the idle speed of the car.
A bad or malfunctioning IAC valve would lead to a fluctuating idle at rest, instead of a steady one.

I asked because my 94 854 has died a couple of time while driving and I am replaced the throttle position sensor but has also died when at a stop light and didn't know which one to really replace.

a faulty IAC valve can lead to stalling, so that could be your problem.
Try removing the valve and cleaning it with TB cleaner. Most of the time a good cleaning is all it needs.
DO NOT spray cleaner in the electrical portion of the IAC valve.

where is the iac located?
