Open said box and look where the cable comes in at the bolt, its probably burnt or corroded and needs replacement. THIS is true. Also, where are you checking Volts? Check the voltage IN the car while doing your testing. Could be something as silly a s a bad ground to the controls. While the charging may be great, the interior accesspries could not be seeing 14 all the time.

I did the same for the non broken side just in case she tore that side off, it would still be ok. Just be careful with the exact length of the tube where bolted to give it a secure fit, and to use larger washers on the rubber. Make sure that you use the smoother side of the washer against the tube as so it wont tend to cut the rubber.
