I understand your concern Mike, however there has always been (for the past 2+ years) the 'virtual' cap of 5 GB/month. As well this makes better sense for everyone except for the extremely heavy data users. How much data do you really use a month? I maxed out at 1.7 GB for one month and I was trying to rack it up as high as possible. For just general usage on the iPhone you'll never hit that 2 GB cap.
Also tethering has been available on the iPhone since the 3G, you just had to pay an extra $50 dollars a month for it.
You gotta realize all of the wireless carriers suck, and I'm sure you do. It's just about who sucks the least.
FWIW Comcast has had a cap of 250 GB/month on their services since 10/2008.
