It's stated in the mandate that they use those exact items, among other things in their calculations? Education may (in your view) be the main drag-down, but (access to) healthcare is still right in there. Discuss.

I'm a bit reluctant to get into all this, it's a huge subject, but anyway; The second amendment was created during a time of war. There was a need to arm citizens at that time legally for the duration of the war. Up to that point, it had been illegal for the common citizen to own a firearm. The original intent of the writers was to remove the amendment after the war was done. That never happened. Ooops. Now the US has THE worst gun culture issues on the planet, and it continues to worsen. I have no idea how to solve the issue, but giving everyone easy access guns sounds good, go for it. </sarcasm>
