I don't know if I'd go thaaaaaat far. And that design? I feel like they were completely unaware that their buildings/streets on all sides of the union.

And the fact that in the wintertime that staircase would be horrible.

I'm not really sure if I've missed the 'wait for it' moment, but I don't think its uncommon for concept artists to ignore the surrounding area. One, it takes away from their point, and two, it's extra effort to draw a bunch of ugly shit around it.
