I'm not really sure if I've missed the 'wait for it' moment, but I don't think its uncommon for concept artists to ignore the surrounding area. And yeah, I understand that, that's why I was wondering when it was done, because they would literally need to tear down the union to have anything like that, not to mention that the plot of land that that union is on appears to be 2-3 times larger than the actual Union.
