If a Saudi injures or kills a non-Saudi, the Saudi is never at fault. If it's two Saudis then whoever has insurance pays.

The rules of the road here as far as the police are concerned is that the Saudi is in the right in all cases, even if he drives into the rear of you when you are parked! Otherwise the police take the sensible route of blaming whoever has insurance.

I have friends who have lived there. Based on their stories I would never drive there.

I get to go in November. I'd like to rent a car one day and drive out into the desert Lawrence of Arabia style. Because of my lack of "belief" I'm a terrorist when I'm there.

Belarus, where else? Totally the biker's fault. Google translation of the description:

July 30, 2014 in Mogilev on ul.Koroleva on the bridge across the Dnieper River was committed accident involving a motorcycle. The guy was born in a shirt.
I must say that in an accident is to blame the motorcyclist, besides, he had no right to control "A" category.

Kind of shadowy, but didn't look like the rider even touched the brakes. Camera car shouldn't have been in the passing lane, given that they weren't passing. And it looked like the rider was lane splitting (safe when done right, and legal for a long time in California, but hated in the rest of the 49 US states) traveling with too high a delta between the rest of traffic. Call me an armchair quarter back, but it seems like if he'd been paying attention, he could have saved it without needing super-human skills.
