I just calibrate and test. I'd be suprised to learn the manufactures were actually able to price fix. Usually everyone is under cutting each other to get the lowest price. I could see replacement parts being fixed though. We all know every auto-maker's replacement parts are more expensive than they should be. I wonder if this is one of those times where the manufactures find a loop-hole in the regulation and take advantage of it. Same thing happened in 1999 when every HD manufacture was sued by the EPA for "Emissions Defeat Devices". In reality the device was just mode switching between two engine modes that emitted different emissions levels. The EPA had two test cycles, one transient and one steady state with different emissions limits. The manufactures decided to trigger mode switching by transient operation to maximize efficiency in both tests.
