Rear Passenger Wheel Not Turning

I think it is because the e-brake is stuck, but before I get under the car in the 6 inches of snow I would like your opinion.

Woke up this morning to a nice fluffy amount of 6 inch snow. Was about 6F outside and the starter did not turn very fast, but the car started up fine. Engine was very loud and rattly but not different then any first cold start of the day. Drove to work without problems as this car works well in the snow. I arrived at work before anyone else and saw 3 untouched parking lots around the building so e-braking was a must. E-braked around the lot for 5min or so before parking and going into work. Worked for 4 hours then went back out to my car to go home. My boss stopped me while I tried to leave the parking lot and said my rear passenger wheel was not turning. I engaged and released the e-break a few times, drove forward and revers a few times, but no luck. I then used a hammer to strike the caliper thinking it might be seized due to the cold weather. Again no luck. I figure my e-braking before work screwed something up. Let me remind you I am a college student renting a place so no garage so i have to work under the car in 6F, 6 inches of snow with more falling and during finals week.

Figure I will check out my hanes manual and fallow the e-brake line to levers and check all that out. Just really wanted to know all I can before getting wet,cold and dirty. Wont be able to work for more then 20min before hands freezing.

was hoping I could find a dry spot of road to let the tire grip and break loose anything that might be stuck but all roads are slick. Ended up driving home from work with it not turning fishtailing all the way. I live very close to work so not a big deal.

It may be - literally - frozen. The parking brake tends to get fairly hot when you do donuts with parking brake. They also would tend to scoop up snow. The snow may have melted inside the drum and then refrozen as ice.

If you can get your hands on a torch I would try to heat up the center of the brake drum to melt the ice. Concentrate on the lower half of the parking brake drum since that is where the actuator mechanism is.
