Boost Issue

just installed a boost gauge on a 98 xc70, easy install but boost is only half of what it should be. stock 13g and about 200k on engine. should be 8psi but only hits 4. the weird thing is that it holds 4 psi no problem through all gears. sometimes spikes 5psi then hold the 4. healthy vacuum of 21 inhg on decel and during idle. what could be the problem? vacuum leak? wastegate issue?

my '98 s70 glt does something similar, it hits like just about 5psi, stays there, gets there quick but never get above it even with mbc, i think its the actuator rod, but i dont have my car right now to test it out, goodluck and keep me posted.

stock boost on lpt should be 5-7 psi, mine only hit about 6 usually, make sure you do not have any collapsed turbo hoses, they should not be soft, also stock wastegate setting for the actuator rod is the arm should slide right over the little nub if you wanna call it that, you should not have to pull the arm towards it at all, as im guessing it could be lengthened too much maybe. with 200k could be hoses, mine with 117k had stock hoses and had to replace a few since i was loosing psi as they were collapsed.
