1999 Volvo S70 Headlights Dim

Hey guys - I bought the Volvo a month ago and have thought the bulbs may just need replaced. I purchased the ultra bright sylvania bulbs (the highest rated) from autozone and it didn't improve. Is it possible my headlights aren't receiving enough power? I was wanting to do the fog light conversion but am hesitant because of the dim issue, my headlights are my first priority. Thanks in advance for any posts/ ideas

Also my alarm is disconnected, it doesn't blink when I lock the car nor can I sound the alarm. Where would I check for this? Thanks

As above, i have just replaced my headlamps for projector ones and all i can say is what a difference, also fitted a Hid kit at the same time

look on ebay. there is a pair of aftermarket stock style head lamps for like 150 free ship.
