goobernoodles
My recently purchased 95 850 turbo has a laundry list of things I need to fix. The car started making this noise:
jablackburn
Well, it doesn't look like your car has the SAS air pump, so there's only one other thing under the battery - the cruise control pump. Remove the fuse for the cruise control system (I think that will de-activate the pump) and see if it continues to make the noise still. It's not coming from the idle control valve (round silver canister by the throttle), is it?
goobernoodles
Was in chat and oRange855 called it - it was the headlight wiper motor. Unplugged it.

bergmjs
Yep, that's the headlight wiper motor for sure. It confused the hell out of me the first time I heard it on mine. Unplugged it and all is well.
volvo940tuner
Ah, beat me to it..my 854 Platinum did the same exact thing and it took me a few days to figure out it was the headlight wiper motor. I've always unplugged the headlight wipers on my Volvos anyways, or just removed them.
