Utah drivers are generally horrible in the snow. They claim it's all the transplants from California, Arizona, Nevada, New Mexico but that's not entirely the truth.

Here's that same road with a perspective minus the snow. This is exactly where the guy started with his camera. I've driven the road a number of times since my wife's cousin lives up in this neighborhood. It's not a hill I would attempt if it wasn't plowed.

Sounds like this was actually due to the driver of the Kia going into diabetic shock?
