They claim it's all the transplants from California, Arizona, Nevada, New Mexico but that's not entirely the truth. Here's that same road with a perspective minus the snow. This is exactly where the guy started with his camera. I've driven the road a number of times since my wife's cousin lives up in this neighborhood.
