2. Because it teaches officers to develop a dialogue rather than shooting first and cleaning up the mess later

Would that include leaving a purse containing a loaded handgun in the same shopping cart as a curious 2 year old? And walking away?

A zippered compartment is supposed to keep a 2 year old out? :blink:

I'm really still stunned how they manage to kill 12 people... when their guns are only allowed to carry 3 rounds. It just... doesn't add up.

When the criminals is on only person with a gun in the gun free zone, they can have a single shot break action and a pocket full of shells, doesn't matter. The problem is that the citizens subjects are disarmed.
